Javad Zarif Back to Iranian Politics : A Strategic Comeback Amid Controversy

The news of the otherwise enigmatic political move, the former Iranian foreign minister Mohammad Javad Zarif, was appointed Vice-President for Strategic Affairs under President Masoud Pezeshkian.

The Return of Javad Zarif to Iranian Politics

Zarif is one of the most recognizable Iranian figures on the international scene for his leading role in the effort to negotiate the 2015 nuclear deal between Iran and world powers, among other international interactions. Earlier this month, Zarif had briefly submitted a resignation letter that was apparently both over dissatisfaction with the makeup of Pezeshkian’s cabinet and political pressure over his children holding dual-United States citizenship.

Zarif was first appointed Vice President for Strategic Affairs on August 1 but served for less than two weeks. He had resigned on August 14 in disappointment over the line-up of the 19-member cabinet. His resignation stemmed from the fact that one of his children has dual US citizenship, hence his being at the receiving end of criticism and pressure. Still, after consultations with President Pezeshkian, Zarif has expressed his commitment to his post.

Criticism by Conservative Factions

Of course, Zarif’s appointment has not missed a share of criticism, most of it from the conservative factions of Iran. His involvement in the negotiation of the 2015 nuclear deal, seen to have opened Iran toward the West, makes him unlikable to many. So conservatives have shown discomfort over President Pezeshkian’s move concerning the formation of the cabinet, alleging that incorporating men like Zarif is exposing the so-called shift toward moderate, or maybe even reformist, policies.

Reaffirming Commitment: Zarif’s Role in the New Administration

Still, Zarif seems resolute in playing a decisive role in shaping Iran’s strategic affairs. By declaring his return to the post—based on follow-ups and consultations with President Pezeshkian, and the president’s written order—Zarif will add much diplomatic acumen and strategic policy planning to any future cabinet structure, particularly while engaging in the tense relationship with the West.

The Deal of 2015 and Zarif’s Legacy

The international face of Javad Zarif could, without any denial, be termed from his position in negotiating the Joint Comprehensive Plan of Action, signed in 2015, commonly named the Iranian nuclear deal. The agreement had been destined to limit Iran’s nuclear capabilities in exchange for the lifting of economic sanctions, a landmark achievement. Yet, it was effectively dissolved in 2018 when the United States unilaterally pulled out of the deal under President Donald Trump. The collapse of the deal strained Zarif’s position internal ly; conservatives blamed his approach to diplomacy.

Vision of New Cabinet

His return also comes at a time when a new administration for the Islamic Republic of Iran is taking shape. A new cabinet that obtained unanimous approval from the Iranian parliament—a move not seen in well over two decades—signifies a potentially unified approach to governance. During the first meeting of the cabinet with the Supreme Leader Ayatollah Ali Khamenei, Zarif lauded the new team, calling for a renewed commitment towards advancing Iran’s strategic interests under President Pezeshkian.

Challenges Ahead

As significant as it is that Zarif is coming back to the post, there are a great many hurdles ahead. Trying to navigate internal political divisions that pit the conservatives against the moderates will be the key task for Zarif and the new administration. More seriously now, with harsh international rivalries, especially with Western states, not only over nuclear ambitions but over regional influences, the crux of Zarif’s diplomatic skills will come into play.

Appointed in 2013, Zarif was the longest-serving foreign minister of Iran until 2021 and has a deep understanding of international diplomacy. How he can engage Western powers while keeping Iranian sovereignty aligned will contribute to his success in pursuing the strategic interests of his country. In this respect, Zarif’s return to the political game can also be interpreted as a manner in which to stabilize the foreign policy of Iran, balancing hard postures with pragmatic diplomacy.

Conclusion: A Strategic Comeback

Javad Zarif’s appointment to the post of Vice President for Strategic Affairs conveys a strategic recasting for the political leadership of Iran. The role of Zarif in the heat of internal criticism and external pressures will have an important bearing on the shaping of Iran’s future direction, both internally and at the international level. His awareness and diplomatic competence will have a key influence in navigating through the geopolitical minefields so that the strategic interests of Iran are duly represented and advanced.
