Canada accuses Lawrence Bishnoi group of targeting Khalistani elements at the behest of
New Delhi Canada has accused the Lawrence Bishnoi group, involved in murder and extortion bids against Indians here, of targeting “pro-Khalistani elements” at the direction of the Indian government. This was alleged by Brigitte Gauvin, Assistant Commissioner of the Federal Policing, National Security of the Royal Canadian Mounted Police, or RCMP.
Accusations Against Indian Government
At a recent media briefing, Gauvin explained allegations that the Indian government is employing organized crime groups against certain groups within the South Asian community in Canada, targeting those with apparent sympathies for the pro-Khalistan cause. “It is targeting the South Asian community but they are specifically targeting pro-Khalistani elements in Canada,” she explained, which sounds as if there was an orchestrated crusade to silence the diaspora’s dissenting voices.
What is more intriguing still is that the RCMP views the Bishnoi group as a proxy for the Indian government; crime seems to dovetail with state policy. “We believe that the group is connected to agents of the Government of India,” Gauvin added, pointing to a sophisticated network allegedly facilitating these actions.
Crime and Threats
The RCMP further outlined the range of criminal activities the Bishnoi group supposedly engaged in, including murder, extortion, and violent crimes. This past few years, it has been reported that law enforcement agencies in Canada have investigated and charged a number of individuals identified as being linked to these actions. There have been well over a dozen credible and imminent threats to life which have led to the conduct of Duty to Warn by law enforcement with members of the South Asian community, and specifically members of the pro-Khalistan movement,” the RCMP stated.
This worrisome violence pattern does not only present dangers against members of the Khalistani movement in Canada but also traces a scheme to intimidate and silence these voices more widely. The involvement of state-sponsored bodies said to be behind this adds more dimensions to an already volatile political situation.
Coercion and Information Gathering
According to the findings of this investigation led by the RCMP, individuals and businessmen in Canada have been forced and intimidated into working for the Indian government. “Some of these individuals and businesses were coerced and threatened into working for the Government of India,” noted Gauvin. It has also been alleged that information that has been obtained from these sources has been used to target the South Asian community, hence raising questions over the different mechanisms the Indian state adopts in its international operations.
The RCMP then directly presented these findings to Indian authorities and urged the latter to cooperate in reducing violence while suggesting that law enforcement authorities from both countries cooperate to address these pressing issues. The call is issued at a time when rising diplomatic tensions between Canada and India are being navigated by both parties concerning implications of these serious allegations.
Rising Diplomatic Friction
Significantly, the timing of these allegations is self-sufficient because it has arisen at a time when there was a heightened diplomatic row between Canada and India. In fact, recently, Canada accused Indian High Commissioner Sanjay Kumar Varma of a bid to interfere in the investigation surrounding the murder of Khalistani terrorist Hardeep Singh Nijjar. India summoned the Canadian diplomat after this accusation with denials that sparked further strain in ties between the two nations.
This war-like crisis also points to deeper political and geopolitical implications of the allegations: organized crime gets involved with state activities, which raises questions about ethical and legal borders of international relations as well as how far states may pursue to suppress any dissent coming up within diaspora communities.
Context of the Khalistani Movement
A Khalistani movement seeks to pursue an independent state for Sikhs within India, and it is indeed a very highly debated subject not only in India but also among the Sikh diaspora worldwide. Anti-Khalistani activists have braced themselves against the Indian government’s harsh pushback on the whole movement as being antithetical to national integrity. The scenario is highly complicated in Canada, where there is a sizeable Sikh population that has voiced their support for Khalistani causes.
Implication of the Allegations for the Sikhs and the Diplomatic Relationship between Canada and India
The RCMP allegations might have far-reaching implications for the Sikhs in Canada. At a community level, such allegations will most likely amplify the fear and tension already existing in the community. Inasmuch as Canada’s relations with India would be complicated, both the countries should tread these sensitive issues with care as to not further tear apart diplomatic relationship while discussing.
The allegations against the Lawrence Bishnoi group and presumed involvement by the Indian government are a disturbing trend at the nexus of organized crime and international relations. As Canada navigates through these charges, the impact on the South Asian community and more broadly on the geopolitical landscape will be considerable.
The situation throws up the issues of concerns of the RCMP and requires urgent dialogue between Canada and India, ensuring safety along with the rights of individuals in those communities. Both nations, therefore, will require thinking seriously about their subsequent moves for de-escalation of tensions leading to a more constructive relationship from here onward.
